Need help finding a way to reuse a liquid sugar waste generated from a chutney manufacturing process. Would composting be an alternative?? Any ideas?

Does anyone know of a facility in SW Virginia that accepts burned out fluorescent tubes? I know the Whole Foods grocery store in Winston-Salem, NC accepts batteries, corks, and plastic items, but not sure where to take these tubes. Any help is appreciated.

Where can I recycle my old mattress and box spring without paying a fortune to the trash people for an extra pick up (which I'm not sure they would do anyway)? There has to be a way to have some one pick it up, not everyone has a pickup truck at their disposal.

I would like for VA to make supermarkets have the self contained recycling bins to encourage recycling in VA. They have them in OR where you pay a deposit on your recyclable items and then in order to get your money back you have to use one of thes containers and then it prints out a receipt to use on your groceries or you can just get your cash back. I feel more people would recycle if this was done and it was more convinent. I have no idea how to go about getting this done. Any suggestions?
