Seattle City Council Passes 20 Cent Plastic Bag Fee Law

It's official: the much-debated Seattle based law imposing a 20-cent fee per Seattle Post-Intelligencer. The law will go into effect in January, and applies to all grocery, drug and convenience stores. The city will soon launch a campaign encouraging the use of cloth bags. Maryland State Highway Administration Adds Interesting Compost Ingredient
