Mark,

If you've ever visited a few of Mexico's beaches, and seen firsthand the abundance of plastic bottles you'd see that most if not all of these bottles collected were surely salvaged from the beach. Also there are very, very few actual recycling centers in Mexico, located in the north, so securing all that trash into a bundle as well as making the project an inspiring, functional example of sustainability that may or may not separate in a huge future hurricane, is much better than seeing half of it on the beach to begin with.

A more secure way to use plastic bottles in hurricane prone areas is to use it in construction. Filled with beachsand, compacted and sealed, these Ecobricks withstand time much longer than conventional bricks or cement. Apply a layer of stucco and you'd never know that your house was made with plastic bottles.

I would think an Earth Mag. would be looking at what is going to happen to all this plastic when a real hurricane comes. I don't think the people giving out the permits for this kind of stuff are being very responsible.
