		<description>Unfortunately, the $11.14 billion deal is a proposed General Obligation bond. So while the state lawmakers have passed this, the G.O. bond still must go to public vote for approval and that is scheduled for Nov. 2010.  Let&#039;s keep our fingers crossed.</description>
