Does anyone know where this material can be recycled?  WM wants nothing to do with it because it is a foam like material.

Is it a polyurethane foam packaging like this? If so, I think the general procedure is to shred and reform it. If it's unused, perhaps a local foam converter would take it?

Expanded polyurethane, or plastic foam, is recyclable. The technology is not widespread, however.

We have a guide to handling foam: https://earth911.com/business-policy/recycling-mysteries-styrofoam/

And have been covering this emerging technology for processing it: https://earth911.com/eco-tech/innovative-recycling-system-crushes-styrofoam-overload/
